Ulibarri is a programme for the linguistic normalisation of schools. It was launched in the 1996-1997 school year and there are currently some 400 schools participating in the programme.

The Department of Education will expressly support the efforts of the schools participating in the ULIBARRI programme to promote the use and quality of Basque. As far as possible, priority will also be given to these schools in the assessment criteria for initiatives to extend and reinforce the use of Basque. Given that the main aim of the language standardisation projects of the centres in the ULIBARRI programme is to promote the use of Basque, centres wishing to join the programme must draw up their own language standardisation project.
